The order comes from Zoe's letter. Match the line about not listening closely enough to the stethoscope, the line about mistakes and losing focus to the dosage error note, and the line about no longer being fit for the role to Zoe's lanyard.
After the lanyard is placed on the right scale, the cutscene should trigger and Part 2 begins.
If the puzzle is still locked, inspect the letter and all three items first, then interact with the scales again.
